International" (pagina 118), Ingvar Stenström scribe:

Note on 'mancar':

This verb means "to be missing/lacking" and the normal form is "mancar a",
with the thing that is missing as the subject of the sentence:

Le manca le appetito.        He has lost his appetite.
(= manca a ille le appetito)  (literally: "The appetite is missing")

Le parolas me manca.       Words fail me.
(= manca a me le parolas)

It also expresses the English concept "to miss" (feel the loss of) but,
again, the thing/person you miss is the subject of the sentence:

Tu me manca.          I miss you.
(= tu manca a me)

La manca su amico.   She misses her boyfriend.
(= manca a illa)

Stenström accentua duo vices que le subjecto de "mancar" es "the thing that
is missing" / "the thing/person you miss". Ille dice nihil de ulle altere
usage de iste verbo in le qual su subjecto es "lo que / le qui non ha
alique"; et ille dice nihil de un construction "mancar a".
