Also very complicated, but slightly different from how it is in
other languages. I understand it and recognise it when I see the
example sentences, but I really couldn't explain to anyone what
the rules are in Dutch, not even after reading the explanation,
despite being a native speaker.

Hence, again, my opinion about this: an auxiliary language like
Interlingua should not have grammatical means to express this
kind of things, because that makes it far too complicated. It
opens the door to language interference with people's native
languages, and hence is likely to cause misunderstandings.

If aspectal info needs to be expressed at all, it can be done,
optionally, using adverbs. That is much easier and clearer and
interlingua contains the words for doing so.
