Io subleva solo un parve puncto re le linguage. In le prime paragrapho del articulo  principal tu ha traducite assi:

" Le facturas de telephono del usatores de Internet in Grande Britannia debera reducer se drasticamente sequente un commando de Oftel ... "

Il me pare que in Interlingua generalmente on evita traducer le gerundivos anglese ('-ing') per le termination '-nte'. On ha tendentia a usar '-nte' solo pro formar nomines e adjectivos ex verbos, pro exemplo - 'un pluvia battente', 'le adjutante me ha dicite que...' etc. 

Io me ha accostumate a formationes tal qual 'following a directive from Oftel, net users will pay less'  e 'en ouvrant la porte il a vu une chaise renversee' in anglese e francese. Nonobstante in iste casos le 'Grammar of Interlingua' recommenda le infinitivo o un phrase prepositional: 'In consequentia del directiva ab Oftel, le usatores del rete pagara minus'  e 'a aperir le porta ille ha vidite un sede invertite'.
