Io opina que a promover le crescimento o disveloppamento de alique es le
signification general, con le senso "incitar", "instigar", "excitar"
<un rebellion o revolta> secundari e plus specific.  Illo anque ha le
usage medic, que in le latino esseva possibilemente su usage original.

In espaniol, mi Vox dice:

fomentar (b. l. -are) tr. Dar calor que vivifique: ~~~ la gallina los
huevos. 2. fig. Excitar, promover o proteger [una cosa]. 3. Med.
Applicar fomentos  4 Cuba y Puerto Rico.  Fundar, organizar [un negocio].

Mi Larousse de francese dice:

fomenter  v.t. (lat. medic. fomentare, du class. fomentum "calmant" de
fovere "chauffer"). LITT. Susciter, preparer secretement: "Fomenter des

Mi simple Anglese-Portugese dictionario dice:  excitar, instigar como
synonymos.

Mi Catalan-English Dictionary (multo simple) solmente dice pro "fomentar":
to foment: to warm: to excite.

Le usage commun "a fomentar le rebellion" es realmente un metaphora basate
super le idea de calefacer.  Rebelliones es excitationes e stimulation de
emotiones calide in gentes.  Io esserea inclinate a recognoscer le base
del metaphora in "califacer", mais generalmente io crede le usage es
restringite in le majoritate de casos al usage medic, e le usage
de "excitar o instigar le rebelliones e discordo".  Io opina que on pote
dice "Le gallina fomenta su ovos".  E isto es le base, io opina, pro le
idea que "fomentar" indica a promover le disveloppamento de alique, le
metaphora con le gallina qui fomenta su ovos.
