Well, my spiel on this letter to the U.N is this:

1. They wrote this in order to gather more information/details regarding the
banning of Jobe from the U.N so they can  cover themselves better.
2. Second reason is perhaps to make it appear that they are concerned about
Jobe when infact he has been done in. (oops!)
Just thinking out loud.
