    There might not be a college for only visual impaired people.  I did
know of a childhood friend who is visual impaired and will be finishing his
PhD at the University of South Carolina, Columbia this August.  He did
attended Gardner- Webb University for Under Graduate and Master and after
finishing his master he proceeds for a PhD.  Gardner-Webb University had a
department for Deaf and Visual impaired called the NOEL Program.  There is a
lot of Scholarship at this department.  Mamadi Corra, who is finishing his
PhD still have contact with Gardner-Webb University.  I think it will be
helpful if they can get it touch.  He did tell me the application process is
the same for regular admission but their department had a lot to give.  He
will be happy to work him through.
