I was alerted to this by a fellow comrade, 

"In the days, all three ( Youths, sports and culture ) were under one ministry. Omar Sey was the last minister who held those three together. When Omar was appointed as minister of foreign affairs, then Buba became the minister of youths and sports. As you rightfully said, culture was then moved to tourism ( james Alkali Gaye).  This is what I could remember and hope I am right. Thanks"
