PANTANAL PROGRAM MANAGER
The Nature Conservancy (TNC) is seeking an individual to be
responsible
for biodiversity conservation work in the Brazilian Pantanal and for
coordination of other efforts in the Pantanal area. You will design and
negotiate with in-country partner strategies to protect biodiversity at

RESPONSE PLANNER/AGRICULTURAL ECONOMIST.
The candidate will assist a major donor organization to evaluate and
prioritize emergency food aid requests using objective criteria for
making this determination. The candidate will based in project
headquarters in the Washington, DC area. The Response Planner will:
(1) develop criteria for the prioritization of emergency food aid
requests, particularly so as to avoid famines from developing; (2)
undertake the necessary analysis to improve the comparability of food
aid requests vis-a-vis the established criteria; (3) analyze and track
food aid requests from US government agencies overseas, requesting
clarification and/or additional information where necessary; (4)
identify how best to respond to emergency food needs using food aid
resources, should the need arise, in a way which does not have an
adverse impact upon the medium to longer run food security of
vulnerable
groups; and (5) to the extent possible, analyze non-emergency food
aid
response to ensure that they co!

FAMINE FIELD REPRESENTATIVE
The Famine Field Representative will be assigned to Harare, Zimbabwe
or
Niamey, Niger for a period of three years and will serve as a country or
regional coordinator for a project involving 17 countries. The FFR will
work closely with national food security networks and US government
agencies who are involved with food security, agriculture and the PL
480
program. The FFR will be expected to ensure that the early warning,
vulnerability analysis and response planning needs in the local context
are properly identified and called to the attention of the FEWSNET Chief
of Party and the Project manager. The FFR will work with the Chief of
Party to identify the areas in which the project team is technically
qualified to provide technical assistance. For this reason, the role of
the FFR is likely to vary from country to country, depending upon the
needs of local food security networks and USAID missions as well as
the
capabilities of the FFR. The FFR will be responsible for ensur!
ing that FEWSNET activities are implemented in a manner that contributes
to the building of a local capacity to provide food security and famine
early warning and response planning information in a sustainable
manner.
Drafting clear and well-defined annual workplans will be an important
element in ensuring that FFR activities are undertaken in a highly
collaborative manner with host country and regional institutions.
Qualifications:
The candidate must have at least a Masters degree in a discipline that
is directly relevant to, or provides a basis understanding of the
disciplines involved in famine monitoring.
A suitable background in economics and/or agricultural economics is
required so as to be able to conduct early warning and vulnerability
analyses; agriculture and agroclimatology so as to be able to link
information about current season agricultural growing conditions with
satellite imagery obtained for important crop growing areas. Experience
in training activities is a plus. Ideally candidates will be bilingual
(English and French) at a minimum level of FSI 3. Other desirable areas
of expertise include public health, nutrition, geography, rural

STATEMENT OF WORK PROGRAM OPERATIONS SPECIALIST
BHR/OFDA, Disaster Response and Mitigation Division GS-12
The incumbent serves as a program operations specialist in the Office
of
U.S. Foreign Disaster Assistance (OFDA) and is responsible for
preparingUSAID documentation regarding programmatic analysis of
humanitarian activities. The incumbent reports to the Expanded Planning
Branch Chief.
DUTIES AND RESPONSIBILITIES
At the direction of the Branch Chief, the incumbent will perform the
following duties and responsibilities. These duties and responsibilities
represent in descending order the anticipated priorities:
1. Work with identified regional teams and other programmatic teams to
review global, regional and country programs.
2. Assist the regional teams with designing, developing and evaluating
monitoring plans for humanitarian programs. Where appropriate,
participate
on evaluation/assessment teams.
3. Develop and maintain project spreadsheets and accurate program
summaries.
4. Read and analyze grant reporting and identify problems and areas of
concern to OFDA. Inform the appropriate team of possible problems.
5. Assist with the development and standardization of indicators and
reporting of those indicators.
6. Assist the Branch Chief with documentation and correspondence in
response to inquiries regarding OFDA's humanitarian programs.
7. Assist with the development of country and regional strategies.
8. Participate in the preparation of memoranda and briefing papers in
certain instances and assist in any follow-up actions deemed
necessary
by
the Branch Chief. Draft routine replies to congressional and other
correspondence.
9. Perform other duties as required, including but not limited to
participating as an active member of Disaster Assistance Response
Teams
(DARTs) and Response Teams when required.
10. Serve as Duty Officer on a rotational basis.
KNOWLEDGE/SKILLS REQUIRED
Knowledge of disaster relief, planning and preparedness fields.
