I just wanted to send a brief introduction of the Campaign for
Tobacco-Free Kids global initiatives as a new member of ADNA and
invite members to visit our website

attend the event on Feb 13 and 14 re: tobacco trade and smuggling
issues.

The Campaign for Tobacco-Free Kids is the nation's largest non-
governmental initiative ever launched to protect children from
tobacco addiction and exposure to secondhand smoke. While we
work domestically to change public policies at the federal, state and
local levels to protect children from tobacco, fewer than five percent
of the world's smokers live in the US.

The tobacco industry is constantly seeking to develop new markets
around the world, focusing especially on "untapped markets" in
women and children.

For this reason, the Campaign has turned its attention to global
tobacco control efforts. The CAMPAIGN has joined the Framework
Convention Alliance, a coalition of more than 60 organizations from
over 20 countries, to call for strong and specific international
tobacco treaty that makes protecting public health its paramount
priority. Known as the Framework Convention on Tobacco Control,
this would be the world's first public health treaty, and represents a
historic opportunity for global action to curtail the tobacco epidemic.

also working on a major publication looking at tobacco agricultural
issues in Africa and elsewhere, focusing on economic, food
security, labor rights, environmental and health issues.

These issues are of concern not only to African countries heavily
dependent on tobacco, such as Malawi and Zimbabwe, but also to
countries that are being encouraged by the tobaco industry to get
more involved in tobacco cultivation, such as Kenya, Tanzania and
Mozambique. We will eventually make a formal presentation at one
of the ADNA meetings, but until then we invite your feedback and
questions.

FCTC Trade and Smuggling Issues

February 13, 2001 - Trade
&
February 14, 2001 - Smuggling

The Framework Convention on Tobacco Control involves many
issues, among the more technical of which are trade and smuggling.
A comprehensive understanding of these issues is necessary for
NGOs to develop well-reasoned strategic positions.

The Campaign for Tobacco-Free Kids, the American Cancer
Society, American Heart Association and American Lung
Association invite you to attend two days of technical discussions on
international trade and smuggling issues as they relate to the
Framework Convention.  The meetings will be held February 13-14,
2001, at the Mayflower Hotel in Washington, DC.

Trade issues will be discussed on Tuesday, February 13, from
10:00 a.m. to 4:00 p.m. with breakfast & lunch provided.  The
purpose of this session will be to discuss the various approaches to
trade policy and develop viable options for NGO positions.

Smuggling issues will be covered in two venues on Wednesday,
February 14.  A press conference, sponsored by U.S. Rep. Lloyd
Doggett (D-TX) will be held on the Hill at 10:00 a.m. to discuss
tobacco company complicity in international smuggling.  This will be
followed by lunch and a working session at the Mayflower to
produce proposed positions for the Framework Convention and
smuggling protocol.  It is our intention to produce as much draft
language as possible during this meeting.
