Gassama, this is like saying that stealing is good because a thief chose to
steal $1,000 instead of stealing $100,000.  Makes no difference.  Stealing
is bad.  Period.  Of course APRC will now not ‘move’ voters.  They do not
need to engage in massive rigging to ensure that their ‘unopposed’
candidates win big.  Again, address the PROCEDURES outlined in the Election
Decree and not the numbers.  These numbers just go to show that Roberts is
unashamedly agreeing that this bizarre practice is going on under his watch.
  It is only in The Gambia that voters can ‘move’ their votes from
constituency to constituency willy-nilly.
