Sorry to say that I have no infor.that can help you in your investigation.But
there is something that  came out clearly in your article and if implimented
and make effective,will without doubt  be very effective in eradicating and or
 reducing corruption in some of these state offices.Having a time limit for
the processing of documents and and a place to lodge complain/seek redress if
the time limit is been voilated is a great  idea.
I hope government representatives in the forum will find a great  mind in your
article and make it theirs.Great thinking.
