P.S.  Writing letters to our Congressional and Senatorial representatives,
while normally the preferred mode of communication, is currently unadvisable
since mail is just being stacked up unread.  So phone calls, e-mails
(normally the least desirable means of communication, but at present quite

URGE YOUR SENATORS TO CURTAIL THE SMALL ARMS
TRADE
Write to them today!

Ask your senators to co-sponsor S. 1555, the "Security and Fair
Enforcement in Arms Trafficking Act of 2001. " This new legislation
introduced by Senator Feinstein (CA), is designed to help curtail
the illicit trade in small arms and light weapons.

ACTION: Your emails and phone calls are needed now. Please ask
your senators to cosponsor S. 1555, the Security and Fair
Enforcement in Arms Trafficking Act of 2001 (text available at
http://www.fas.org/asmp/resources/govern/s1555-107-is.htm).
Remind your Senators that this bill would increase the ability of
Congress to stop any U.S. small arms weapon export that has the
potential to be used to commit human rights abuses, support
terrorism, destabilize democratically elected governments, or
undermine international stability.

BACKGROUND: Small arms and light weapons fuel violent
conflicts and human rights abuses worldwide.  The widespread
availability of small arms, including those exported by the United
States during the Cold War, has enabled terrorist groups to develop
into powerful military organizations, with catastrophic results.
These weapons result in an estimated 500,000 deaths each year,
mostly in internal conflicts and crime, and the victims are often
civilians. The presence of these weapons destabilizes
communities, hinders the efforts of humanitarian and human rights
workers, and inhibits the process of economic development.
Furthermore, the size, weight and sheer number of these weapons
enable armies to impress children into combat.

The new legislation, S. 1555, addresses the problem of small arms
proliferation by encouraging the U.S. to strengthen legal controls
over exports of small arms and perform follow-up monitoring to
make sure the weapons are not being used in human rights abuses
or for other illegal purposes. It would also encourage the
administration to work internationally to create ways to mark and
trace weapons, increase controls on brokers, and create common
export criteria based on international human rights and
humanitarian law.   S. 1555 also increases oversight and
monitoring of small arms transfers by Congress and the public.
