Baboucar Joberteh,

The National Assembly is in recess and was supposed to resume its duties in
September. However it would have been very counter productive if the repeal
of decree 89 was to wait for the National Assembly to resume in September.
As for the constitutionality of the decree or its operation side by side
with other provisions of the constitution, there is very little I can say
about that. I am not a legal practioner. But observing the response to it by
many, it seems to be very legal because most people seem to agree that the
national assembly is the body to effect its repeal from our statute books.

Have a good day, Gassa.
