Sorry to butt in, what the president said is that "decree 89 is no more".
All those affected by decree 89 are henceforth free to execise whatever
rights tbey were denied. By this he  explained, all who where affectd by
decree 89 are now free to take part in political activities, join any
political party of their choice or ressurect their old parties. He further
went on to state that by that declaretion, he was instructing the attorny
general and speaker of the National assembly to urgently make the necessary
arrangements to legalise the declaration. That is my understanding of the
gist of his pronouncement.
