Hamjatta,
My fault in not providing the back-drop; the pre-privatisation activities
currently being undertaken by Government, with the assistance of donors, to
ensure that proper legal-, institutional-framework etc.(constituting the
"enabling environment")for the liberal market economy to perform its
expected distributive function "efficiently". The regulatory function of
government is not being discouraged but just the opposite; its role as an
active player in the economy will be greatly diminished through
divestiture/privatisation and its role as regulator enhanced and re-
enforced. I am to be convinced of the incompatibility of the elements of
this strategy.
Just a word or two on Russia: It is exactly because of the lack of
