BambaLaye, my take is that our Pious Ducktape have no idea that sub-Saharan 
refers to Africa south of the Sahara desert. In his mania to blame every 
confused mis-thought in his fuzzy mind to the West, he putters in a naming 
and downing spree of all manner of alleged aspects of the west's hideous 
agenda to destroy Africa. So our resident philosopher rambles frantically 
on.
