In theory, that might be the case. But in practice, the Indemnity Clause
does not only protect the erstwhile members of the Council, but every goon
on the govt's side. Waa Juwara wasn't tortured by any member of the AFPRC,
he was brutalized by members of the defunct July 22 Movt. I assume you know
what happened when he tried to look for justice. Need I say more?
