Could you be more precise - what could "any means necessary" mean?

Gambia has an independent press and radio and opposition parties.
They could campaign for a new election before the scheduled one - and se
what support they get.
Or they could wait for elections to come.

What other alternatives are there - if you dont want a new Sierra Leone,
Liberia, Guinea Bissau?

Be precise, please.
