Dagmar,

You hit the nail right on the head. The civil service is
suppose to be an institution where there is CONTINUITY.
This policy of hire and fire is causing unrepairable
destruction to the system. Moreover it is the able and
capable people that are being removed and replaced by
mediocre. It beggars belief why this is happening at a
time when the nation lacks the human resources necessary to
move the nation forward. There has been a decline in the
quality of the civil service and the task of permanent
secretaries is being made all the more difficult when you
always have to look behind your back, knowing that the next
moment justifiably or not you will get the sack after
investing years, decades in serving your nation.

I concur with your thoughts.
