Governor Rick Perry greeted Gambian Ambassador Essa Bokarr Sey in the governor's office at the Texas State Capital in Austin, Texas on Wednesday 30th April 2003. Prior to the meeting with Governor Perry, Secretary of State Gwen Shea presented Ambassador Sey with honorary citizenship to the State of Texas. The Ambassador was in Texas on a bridge-building , economic and cultural exchange tour called the Ambassador's Texas Tour 2003. Ambassador Sey conveyed greetings from President Yahya A. J. J. Jammeh to Governor Perry, and personally presented the Texas leader with President Jammeh's speech of the state opening of Parliament 2003.

The has already been built will allow The Gambia reaped many benefits from the Ambassador's Texas Tour. In addition to the meeting with the governor where Ambassador answered many questions from Governor Perry about The Gambia, Ambassador Sey was officially introduced on the House floor by Representative Norma Chavez, Chairman of the Border and International Affairs Committee. In the introduction, many positive comments were made by Chairman Chavez about The Gambia. Chairperson Chavez included facts about the emergency space shuttle landing, the convenient access of the port of Banjul, and the biodiversity of The Gambia. Following the introduction of Ambassador Sey the Speaker of the House, Senator Barrientos introduced Ambassador Sey on the Senate floor and the ambassador received a very warm welcome from the lawmakers on behalf of the People of The Gambia.

Envoys from many agricultural, economic, and educational groups met with Ambassador Sey during the Tour. Dr. Charles Sorber of the University of Texas, Arlington expressed appreciation for the interest of the government and the People in education, highlighting the accomplishments and vision of the University of The Gambia and expressed their readiness to cooperate or assist the Department of State for Education of the Republic of The Gambia. The recognition of the importance of education is shared by Gambian citizens in Texas and 25 of those Gambian nationals will be graduating in May from the University of Navaro in Texas.

By all accounts, the Ambassador's Texas Tour 2003 was a resounding success for The Gambia. The Tour was organized and implemented by Rachel Herwig and Mack Neff of African Opportunity, a consultancy firm based in Texas, facilitating business development between West Africa and the US.
