Mr. Nyang:

Without a doubt, some of these so-called hajj agencies have done a loucy job in the past and have committed most of the things you highlighted. But even when govt supposedly took over they could not eliminate these problems.

There is a need to give it back to the private sector,and make it absolutely clear that they are going to be responsible and accountable. You can have them purchase liability insurance for the protection of the pilgrims. The bottom line is that there is a way to do this, whereby you protect the Pilgrims and still be able to  create a very efficient market oriented system. I do not think there is the commitment to make it right without some kind of political consideration.
