Ebrima,
Given what has been said already, I believe that the problem is not whether
such a list should exist but what the list should be called. That being the
case  it should not be terribly difficult to come up with a name everyone is
comfortable with.

As Absjorn mentioned GESO has something like that in its activity plan.
GESO calls the list :
A database of Gambians professionals abroad

Of course even that may not stand the litmus test of an all-inclusive list
that may be required by some. The goal of GESO's database is given below
(quoted from the plan):

"The purpose of this is to develop and maintain a database on
Gambian professionals around the world. It is hoped that maintaining such a
database will facilitate access to the many qualified Gambians. It is
important to note that entries in this database will be purely voluntary and
will include names, profession(or intended profession), and contact address.
"

Although I am not trying to speak for GESO I believe that lack of resources
(particularly volunteer time) prevented the implementation. If you find it
necessary to get GESO's official position on the issue please contact Ms Awa
Sey at [log in to unmask]
