I think you are close but a bit off with this one.

Unless Thomas Forster moved back to Banjul, his IP address cannot be as
follows:
212.60.66.49, which  is the IP Kebba Jobe sends email from.

Furthermore, I think Thomas Forster has other important things to do other
than be an active APRC propaganda agent.  Well, we would hope an
engineer/management guy would be a bit more frugal with the use of his or her
time.  Additionally, I have a vague recollection of Tom as an outstanding and
standup guy.

When I did a WHOIS (thanks Katim) lookup of the IP KB Jobe uses, it returned
a Lamin Jagne and Ebrima Baldeh as users of that IP.  Now, this is not to say
that KB is either of the two.
