G-8 & An Urgent Call for An African Master Plan of Action In a series of meetings in NYC and Atlanta, GA, Minister P.D. Mene-lik Harris has urged African leaders and organizations not to be deceived or distracted by the recent maneuvers by those involved in the G-8 Summit led by the Anglo-American leaders. These leaders have little or no concern or compassion to strengthen Africa but to gain more control over Africa and African people. The G-8 meeting should be the final signal to African leaders to now redouble their efforts to retake the initiatives gained though our long struggle for freedom culminating in the political independence of most of Africa and Africans the 1960's. 

Africans now have only one choice and that is to move with deliberate speed to save itself by forging a pan African Union Master Plan for its second liberation - sustainable economic development guided by lessons learned through our Pan African history, heritage and vision. No longer should African men and women allow Africans to degenerate into slavery by having our African children generation after generation look to their oppressors to save African people. Neither should Africans stand by and allow its former colonial rulers and enslavers to set an agenda for Africa and African people for the 21st century. 

The G-8 Summit focusing on Africa is just another annual meeting by imperialist world powers in the tradition of the 1885 Berlin Conference to minimize conflicts among themselves and to be in one accord in enforcing capitalism, neo-colonialism and racism upon the world. Also, the G-8 agenda for Africa including debt relief to favored African states is a colonial ploy to weaken the African Union and to further balkanize Africa under their control. Further, the G-8 debt plan is to maximize super profits by promoting unfair (free) trade, privatization and easy access to Africa's wealth consequently destroying all vestiges of basic governmental programs for decent education, health and food, leading to more crises and conflicts in Africa. 

The overall European world agenda is to consolidate its overwhelming power in institutions like the European Union (political), NATO (military), the World Bank (economic) and Christianity (culture). So far, its most aggressive forces for the re-colonization of Africa and the world are led by its North American descendants based in the U.S. and now centered in the conservative Christian, corporate and political regime of the Republican party. The Anglo-American agenda consist of violently disrupting any semblance of pan Arab nationalism initiated by Abdul Nassar of Egypt in the 1950's. They are also diligently preparing to confront a powerful Asia, initiated by Mao Tse Tung of China. 

In Africa, the European agenda is to dismantle the Pan African vision and work of those like Kwame Nkrumah as manifested in the African Union and other pan African organizations in the world. 

The renewed neo-colonial interests of Anglo-America include employing new mechanisms such as Tony Blair's Commission for Africa. This is to quickly push White supremacy political agenda in Africa thwarting Africa's growing political will to consolidate African power now centered in the African Union. Another key front is the White Christian evangelical agenda, now consisted of co-opting prominent Black leaders and pastors to promote the white conservative agenda in the U.S., Africa and the world. The conservative Christians are employing Faith Based Initiatives (FBI) money as favorable means to invade Africa. Their rational is to stop HIV/AIDS and terrorism. Economically, the Europeans have strategically established the likes of Paul Wolfowitz to dictate and enforce IMF and World Bank colonial policy and conditions European corporate control over Africa's resources. 

To retake African initiative for Africa's second liberation, Minister Menelik proposed African people take immediate action for billions of dollars to be raised by Africans for Africans in a common Pan African fund for Reconstruction and additional billions raised as Restitution from former colonial and slaveholding states for the rebuilding African communities after centuries of devastation, enslavement, exploitation and inhumane treatment in the name of civilizing Africans. 

The African Master Plan also includes but not limited to demanding total debt cancellation, increased allocation of funding to stop the HIV/AIDS pandemic, increased development assistance for Africa, trade & investments among Africans. The African Master Plan is in line with the vision by the African Union (AU/OAU) to fully integrate the African Diaspora (semi) nations into the African Union for a unified political, cultural and economic global system of power. Finally and most importantly, Africans in Africa and the Diaspora must be mobilized to meet specific objectives to maintain our liberation for the unseen future. 

Menelik outlined the following minimum vital objectives as: 

(1) Organizing a Reparations Fund directed by the African Union (AU) for Reconstruction and Restitution (Reconstruction is what we owe ourselves and Restitution is what our enslavers owe us) to develop African communities in the world; 

(2) Convene the 110th anniversary meeting of the Pan African Congress in 2010 as a formal global activist organization to help guide and as representatives to the African Union; and 

(3) ensure that pan African organizations work to establish African Liberation Day/Africa Day (May 25) as a Global Day of Observance (Action) for African people in the world. 

As we look to honor Marcus Marvey in August, Kwame Nkrumah in September and the Million More Movement (U.S.) in October, Africans everywhere in the world are urged to immediately convene strategy meetings to mobilize our people for the common good. 

Some of the key contributors to the Africa meetings are: 

Dr. Leonard Jeffries of City College in New York, 
Viola Plummer of the December 12th Movement, 
Nana Sybil W. Clarke (Wife of former Dr. John Henrik Clarke), 
Rev. Dr. Ndugu T' Ofori-Atta, pan African theologian, 
Dr. Molefi Asante of Temple University, 
John Watusi Branch, President of the African Trade and Business Association (ATABA), etc. 

Also representatives from key organizations such as the African Community Centers for Unity & Self-determination, All African peoples Revolutionary Party, Association for the Study of Classical African Civilizations, African Hebrew Israelites of Jerusalem, Malcolm X Grassroots Movement, NCOBRA, Nation of Islam, Matah Network, Inc., Universal Negro Improvement Association, New Black Panther Party, Pan African Orthodox Christian Church, Republic of New Africa, Uhuru Movement, etc.
