Summers used to be my preference also until when, as chief economist of the
World Bank, he argued, in an internal memo that it is more efficient to
dump toxic waste in developing countries since they are under-polluted.
When the memo was leaked to the press, he brushed it off as a exercise to
satisfy his own intellectual appetite. It is still not clear who the memo
was meant for. While Sachs is still at Harvard, Summers is probably on
sabbatical from Harvard;remember both have strong links with academia;not
that it matters much. Greenspan and Summers buddies? The latter is too
temperamental as opposed to the cool and calculating Greenspan. I beleive
that the next Fed chief will come from Wall Street and not the African-
American regardless of
 who wins the November elections; Wall Street's
candidate? Rubin, the former Treasury Secretary. On Museveni, he gave us a
forty-five minute lecture on the difference between i) country ii) state
and iii) nation.  I will have to give it to the guy, he was impressive to
say the least. His election Manifesto entitled "Tackling the Tasks Ahead"
is on its way. Political scientists should find it interesting. Sorry folks
that was the last copy.
