I only answered part of you question . . . sorry.
Your question is how does deportation come into play
if they are also trying to recruit abroad?  In my
previous email, I answered that the reference to
foreign recruitment is simply meant to make the email
believable.

Any response to this email from FOREIGN locations will
most likely just be ignored by the INS.  I doubt there
will be many foreign responses since the INS was
probably very selective in targeting communities.

Most of us on GAMBIA-L do not readily know what an INS
Form I-202 is.  I suspect the telephone numbers
provided are dedicated lines--lines devoted to
receiving responses to this email.  Once YOU ask for a
Form I-202 on this dedicated line (or email), it acts
a trigger word to the agent receiving the response
that YOU are a potential target for deportation.  YOU
provide them with your vital information enabling them
to confirm your deportability in their records. Now
they know where to find you.

Again, I may be wrong, but I doubt it.
