  I think what is happening in most of these cases is that the American tax payer end up footing the medical bill. Yankuba and his ilk are exploiting the law requiring hospitals in the United States to provide emergency treatment to anyone with or without medical insurance. They send their spouses in and have them stay with relatives until their due date. They are then rushed to hospital. The baby is delivered and mission accomplished as far as they are concerned. With no verifiable identification, the hospitals end up billing medicaid for their services and mr and mrs taxpayer end up paying to have yankuba's child become a US citizen.
 
 I am not disputing the allegations made in this story whatsoever. But the vast majority of officials who send their spouses to US for delivery are nothing but medicaid frauds.
