  STATEMENT regarding the terrorist acts in Moscow and Dagestan

 Moscow, 14 September, 1999

 The explosion of the building in Buynaksk, followed by the three terrible
 explosions in Moscow-- carrying in their wake hundreds of human victims --
 are causing a storm of indignation among ordinary muslims in the capital as
 well as other regions of Russia.

 The bloody terrorist acts, clearly directed against our fellow citizens, who
 have barely been making ends meet, is like striking a knife into the heart
 of Islam, which forbids the spilling of innocent blood, and  condemns
 violence and terror in relations with peaceful people. Indeed the very word
 'Islam' in Arabic means humility (before the Almighty), and has a  common
 root with the word 'salaam', which means 'peace'.

 We consider these acts, which have caused a wave of anti-Islamic hysteria,
 and kindled international discord, will lead in the final analysis to self
 destruction, to the complete collapse of the Russian Federation. Who's
 interests would this serve? Certainly not those of the Russian  Muslims, who
 have lived for centuries in this land. Unfortunately, they have not yet  had
 the opportunity to participate with full rights in solving the vital
 problems of their country, nor yet widely illuminate before their fellow
 countrymen the true essence of the beliefs which they have professed for
 almost 1400  years.

 We extend our sincere condolences to families and relatives of the victims,
 amongst whom are representatives even of the Muslim population of Russia.

 Brothers! Let us be reasonable, and not allow ourselves to get involved in a
 fratricidal war! If we join hands together, we will become clear of the
 ills in our collective home.
