You do have a valid point there.  Perhaps I should have said that if GAMTEL
determines that these are deliberate attacks, then whoever is behind this
malicious attacks should be disciplined in accordance to GAMTEL rules for
such an offense.

I also think that these attacks are not haphazard ones resulting from a
computer being attacked.  This, unless all of the affected were in the
sender's address book.
