I  still  believe  that  the  Aprc  is  acting  out  of  despration  by
offering  this  package.  If  other  countries  offer  more  incentives,
I  dont  understand  why  it  took  them  so  long.  The  amswer  is: The
aprc  is  between  Scylla  and  Charibdis:  They  have  no  where  to  go
and  slowly  but  surely,  they  are  waking  up  to  that  reality.

"Operations  and  activities  involved  in  promoting  and  selling  goods
or  services",  is  the  meaninig  of  "sale".  That  is  exactly  what
the  government  is  doing.  I  dont  see  how  or  why  it  is  not  a
Wanterr  as  such.
