DEFINING & ESTABLISHING JUSTICE IN MUSLIM SOCIETIES

We would like to invite you to join us at the CSID 5th
Annual Conference on May
28-29, 2004, in Washington DC.  This will be a major event
as we celebrate 5
years of growth, activities, and development by bringing
together more than 200
of the leading scholars on Islam & democracy - both Muslim
and non-Muslim- as
well as democracy activists and leaders from the United
States and all over the
Muslim world.  The theme for this year will be: "DEFINING &
ESTABLISHING JUSTICE
IN MUSLIM SOCIETIES". We sincerely hope that you will be
able to join us at this
historic event.

If you are interested in presenting a paper at the
conference, please note that
the deadline for submitting an abstract/proposal is March
15, 2004.  Please see
attached call for paper proposals and e-mail your proposal

IJTIHAD: REINTERPRETING ISLAMIC PRINCIPLES FOR THE 21st
CENTURY.

From 2-4:30pm on FRI., March 19 at the Institute (17th and
M).
Co-hosted with the US Institute for Peace (USIP). How can
religious
interpretation in Islam be used to address the needs of
Muslims in the 21st
century? What role can American Musliim leaders and
organizations play in
promoting a more tolerant, modern, and moderate
interpretation of Islam? How can
religious differences be resolved without resort to
violence or repression?
Featuring MUNEER FAREED of Wayne State University,
Michigan;  INGRID MATTSON of
Hartford Seminary; HASSAN QAZWINI, Imam in Detroit,
Michigan; and MUZZAMIL
SIDDIQUI of the Orange Country, CA Islamic Center.

LOOKING FOR OFFICE SPACE IN WASHINGTON DC:

The Center for the Study of Islam and Democracy (CSID) is
pleased to announce it
is expanding its headquarters in Washington DC. The rapid
growth shows both the
success of CSID and the heightened interest and importance
of CSID's mission.
The overwheliming support of individuals like yourself has
enabled CSID to
triple its full time staff and to expand its programs.

We are currently seeking an office space in Washington DC
that will fulfill the
current needs of CSID and accommodate for future growth.

Please inform us if you know of any locations, within the
District of Columbia,
that rent for $28.00 to $32.00 per square foot. We are
seeking approxiamately
1200-1400 square feet of office space.

We look forward to hearing from you soon.

CSID is pleased to announce the following two additions to
its staff: Aly
Ramadan Abuzaakuk as a program officer for the Middle East
and North Africa
(MENA), and that Zahir Janmohamed, as Administrative
Associate.  Both Aly and
Zahir bring with them tremendous experience and enthusiasm
for the work of CSID,
and we are very pleased to have them join us at this
critical time in CSID’s
growth and development.  Please join me in welcoming them
to CSID.  Their brief
bios are attached below:

Aly Ramadan Abuzaakuk:

Aly Ramadan Abuzaakouk was born and raised in Libya. He
received a Bachelor's
degree from Cairo University in Journalism in 1968 and a
Master's degree in
Communications from Stanford University in 1971.  He also
holds a Master's
degree in Middle Eastern and Islamic Studies from the
University of Michigan.
In 1973, he established the Department of Communications at
the University of
Bengazi, Libya.  In 1981, he was a founding member of the
National Front for the
Salvation of Libya, and served as its director of
communications until 1987.
From 1987 to 1998, he served as Director for Publications
at Amanah Publishing
House, and later served as Executive Director of the
American Muslim Council.
During this time, he served as Ambassador of Goodwill for
the U.S. State
Department to several Arab and Muslim countries.  In
addition to translating and
transliterating the last three chapters of the Qur'an, he
has published numerous
articles (in Arabic and English) and has worked extensively
with foreign and
domestic media.  In 2003, he co-founded the Libyan Human
Development Forum to
promote human rights, democracy, and civil society in
Libya.


Zahir S. Janmohamed:

Zahir Janmohamed was born and raised in Sacramento,
California, and graduated
from UC Berkeley in 1998 with a bachelor's degree in
Political Science. In
addition to publishing his articles and poems in numerous
campus publications,
he also co-edited a student anthology of poems, Mahfouz-Our
Right to Our Words.
In 1995, he was a delegate at the United Nations Fiftieth
Anniversary Conference
in San Francisco.  After graduating with a Master's degree
in Public Policy and
International Affairs from UCLA, in 2001, Zahir received a
fellowship from the
American India Foundation to work on a micro-finance
project in Gujarat, India.
He has written and spoken extensively about the challenges
to good governance in
South Asia. His articles appeared in numerous publications,
including the
Washington Post, India Currents, Outlook India, and
translated into three
languages. He has lectured at over 30 universities in the
US, and been featured
on television and radio programs.  Most recently, Zahir
served as National
Outreach Director for the Indian Muslim Council-USA.

The National Endowment for Democracy (NED) is seeking to
fill the position of a
Program Officer for the Middle East and North Africa.

Duties:  The program officer will work with other program
officers to develop
and manage the Endowment’s grants program, develop the
Endowment strategy, set
priorities and monitor and evaluate projects in the region.
Duties of the
Program Officer will include assessing and drafting grant
proposals, monitoring
existing grants, maintaining contacts with organizations
and individuals in the
region and traveling to the region, including Iraq, for
site visits with
grantees.

Qualifications: Applicants should have experience in and
knowledge of political,
social and intellectual issues in the Middle East, an
advanced degree in
international affairs, political development or another
relevant field,
excellent writing skills in English, fluent in Arabic and
preferably good
communication skills in French and. Experience with
international NGOs and civic
projects, and with living and working in the Middle East
desirable.

Update on Non-career Limited Term Foreign Service
Appointments

This Notice is an update to our General Notice of January
22, 2004 on proposed
legislation regarding program funded non-career limited
term foreign service
appointments. As you may be aware, the Congress has passed
legislation as part
of the 2004 Foreign Operations Appropriations Bill
providing USAID with a new
flexible hiring authority.

While USAID has not finalized all planning for the use of
this  proposed
authority, the first of many advertisements has now been
posted on our website
and on USAJOBS, the Office of Personnel  Management's
website.  Please see
following attachment for conditions.
