We join many in congratulating President-elect Vojislav Kostunica on his
victory in the September,24th presidential elections.
This is a big victory for democracy and the people of Yugoslavia who were
oppressed and deprived of their rights for so long.
Democracy is the fairest and most peaceful method that has been found to
resolve the conflicts of interests underlying the conflicts of freedoms.Its
central concept of freely given consent rest on the operation of a whole
cluster of freedoms called political.The exercise of these political
freedoms is what every humanbeing should primarily mean by the world way of
life.For these are the strategic freedoms; they enable people to win new
freedoms and check the exercises of the old.So long as they
pravil,modifications of and restrictions on other freedoms are
reversible.Where they are undermined,no other freedom can be anything but an
assertion of power by a priviled group.That is what  every group that wishes
to see conflicting interests resolved resonably,or is wise about the
conditions under which it enjoys its own freedom,must be proundly concerned
with the state of freedom of speech and assembly,freedom of press and other
forms of communication.For in large measure intelligent moral choice depends
upon them.
We remind him that we support those who continue to work for a permanent
international criminal court under United Nations auspices designed to
punish human rights abuses that can properly be designated crimes against
humanity in which former President-Solobodan Milosovic is an acused.
