Good questions you asked and I wish I had answers for you. The list speaks volumes about the fact that despite the large number of Gambian born and bred qualified Gambians to do the same. I understand some of them may be in Gambia as part of Technical Assistance program, however, their role in that case should have been limited to be Technical Advisers I would think. 
The fact of the matter is that Jammeh found in some of these unscrupulous characters an opportunity to rein in terror using the courts. So far so good for them.............
