UGANDA and other developing countries are losing 30% of loans and grants back to donors in form of technical staff and other expatriates' pay. 

Donors are indirectly taking back a hefty 30% of their loans and grants to developing countries, as pay for technical staff and expatriates, the World Bank has said. 

While presenting the World Development Report 2004, Research Manager Dr Ritva Reinnika said Africa was not on the track of achieving the Medium Development Goals (MDG). Five out of the nine goals are on human development. 

She said there were other factors that are working in concert to deny Africa development and said the poorest are the worst hit. 

The social services committee of Parliament wants the Government to enact a stringent law making Universal Primary Education (UPE) compulsory, and punish parents who do not send children to school. 

The chairperson of the committee, Dororthy Hyuha, said there was also need to review the UPE package to clarify what happens to the children after they have left primary seven. 

She said the UPE drop out rate is high.
