New York, UN (PANA) -  Egyptian Amra Moussa, who is Secretary
General of the League of Arab States, and Mary Chinery-Hesse,
Vice Chairperson of the National Planning Commission of Ghana and
former Director-General of International Labour Organisation
(ILO), were named Tuesday to the 16-member high-level panel on
global security threats.

Tanzanian Salim Ahmed Salim, a former Secretary General of the
defunct Organisation of African Unity (OAU), is also on the UN
panel of experts.

UN Secretary General, Kofi Annan, who made the announcement in a
letter to the President of the 58th session of the UN General
Assembly, Julian Hunte of Saint Lucia, named former Prime
Minister of Thailand, Anand Panyarachun, as chairman of the
group.

"The panel is tasked with examining the major threats and
challenges the world faces in the broad field of peace and
security, including economic and social issues in so far as they
relate to peace and security, and making recommendations for
the elements of a collective response," he noted.

Annan who said the set up of the panel was part of the planned
reorganisation of the major organs of the UN, stated that the
events of the past year had shaken the foundation of collective
security and undermined confidence in the ability of the body to
respond to common problems.

"The aim of the high-level panel is to recommend clear and
practical measures for ensuring effective collective action,
based upon a rigorous analysis of future threats to peace and
security, and an assessment of existing approaches, instruments
and mechanisms, including the principal organs of the UN," he
argued.

Other members of the panel include Robert Badinter, former
Minister of Justice of France; Brazil's Joao Clemente Soares,
former secretary General of the Organisation of American States;
Harlem Brundtland, former Prime Minister of Norway and
ex-Director general of WHO; Australia's Gareth Evans, President
of the International Crisis Group; and David Hannay, former
Permanent representative of Britain to the UN.

Other panellists include Enrique Iglesias of Uruguay and
President of the Inter-American Development Bank; Lt. Gen. Satish
Nambiar of India and former UN Force Commander; Japan's Sadako
Ogata, ex-UN High Commissioner for Refugees; Yevgeny Primakov,
former Prime Minister of Russia and Qian Qichen, China's former
Vice Prime Minister.

The rest are Pakistan's Nafis Sadiq, former Executive Director of
the UN Funds for Population Activities (UNFPA) and Lt. Gen. Brent
Scowcroft, former US National Security Adviser.
