Ebou Jallow,

Your doctrine will be reviewed in the analysis I will give to your early
submission. I wish to engage you constructively in the area of foreign
policy doctrine. The pressure of work has diverted my attention a bit. I
will certainly catch up before Saturday.

The Reagan bit is actually interesting. You mean his comment gave rise to
the collapse of the Soviet Union? I wonder then why Cuba is still there.
(Just a joke). We will have time to have a very meaningful exchange.

Halifa.
