Going by Mukiza Edwins article, I would rather be led by a mad dictator, 
that would rather be loved than feared, that would rather spend 100 
dollars on a LapTop to decentralize accessibility and authority than an Ak-
47 to consolidate authority. It seems as the man is succeeding in 
decolonizing the Rwandan mind……inspiring.
