Kebba, I don't think its conspiracy, rather evidence on how the west looks
at our leaders. Making sure that the loan is being spent for AIDS and not
go to official's coffers. The fact that only U S companies are the ones the
U S  sanctioned to sell the drugs, is mere politics; the administration
have to justify the loan package to the "Foreign Relations Committe" and to
the Republican congress.
