Ndey,

I fully agree that the peace deal raises the issue of rewarding rebels. This is
one reason I am critical of France and the international community for not
pressing the Gbagbo government to implement the recommendations of the Forum
for
National Reconciliation a couple of years ago; a Forum which, IMHO, was well
organised, received full international support, and ably chaired by Seydou
Diarra. Participation was not resricted.  Anybody who had anything to say was
given the opportunity to express his/her views. The recommendations were
exhaustive, covering practically all aspects of the causes of the conflict.
Unfortunately, all parties failed to seize the opportunity.  I think we should
now see the Agreement, however flawed, as an genuine attempt to put an end to
the conflict and to maintain the territorial integrity of Cote d'Ivoire.
