Mr. Bah,

Your question cannot outrightly be answered with a yes or a no. If anyone
wants to do that he/she will be dragging himself/herself into an unending
debate. My "owl brain" tells me that the way one goes about answering such a
question will depend on who you are, where you are, and what you are looking
at. Nonetheless wherever you are, go to a library if you can find any. Look
for a World development Index for 1993(jawara era) and look for any
beginning 1994 - 1999(Jammeh era) and you will be able to answer that
question for yourself without making us start jumping at one another's
throat.
