In 1982, a goa l of resettling 162,000 households of 9 million hectares. By 1996, 71,000 households had been resettled on 3 million hectars. Despite new legislation in 1990 and 1992, very little was achieved by way of land transfer. I agree with Basil on that score. One important contributing factor to this lack of success is, I beleive,the noble gentry sitting in the House of Lords and members of the Commons who are not only holding on to their titles but to their title deeds to Zimbawean land.
