Karamba, thanks for your response.  What you call the criminal
element is on all the borders in Africa.  The civil war in Senegal is
still on because of a Central Government that wants to crush a revolt
and a Guerilla group that wants to change the status quo.  Cross
border raids to steal cattle and sometimes killing of herdsmen occurs
throughout our continent.  This fighting can only stop when the
Central Government is really willing to do the right thing of
treating all its regions equally.  Same scenario in the Gambia, where
Kanilai has electricity 24 hours and the rest of the country in
darkness.  With or without the criminal element, this conflict will
continue until justice is not only done, but seen to be done.
