I'd be interested in the experiences others have had with embargoes as
effective means to replace governments.  During the Aristide exile, Haiti
suffered from increased levels of malnutrition and infant mortality.
Foreign military intervention, arming the oppressed citizenry, embargoes,
etc., does any method generate a positive outcome (removal of offending
government) without unpredictable detrimental impacts on the citizenry an
society.
