the chairman of the National Council for Law Reporting, made the disclosure to the Daily Observer shortly after the commission's sitting yesterday.

Two months ago, the Office of the President instituted the commission to investigate all the financial malpractices and irregularities at all the various government departments and parastatals for the period of 1994 to 1998. The departments include Foreign Affairs, Health and Women's Affairs, Local Government and Lands, IEC, Central Bank, Gambia National Commission for Unesco.

Public enterprises like the Gambia Ports Authority and GTTI were also on the list. The presidential commission has been empowered to investigate and make an independent inquiry into those queries raised by the AG's Report so as to find out whether or not any malpractices and irregularities are committed or not. The commission is also to find out the amount of public fund lost as a result and the identity of person involved in the irregularities.

In addition to this, the commission, which comprises Rudolph Sowe, KC Sallah with Alhaji Omar Faal as the secretary, is to review recommendations made in the report with a view to determining whether to appropriate or address the malpractices and to make any further recommendations.

Justice King added, "We have interviewed about 50 witnesses, taken the evidence and made entry for the payment of the recovered money to the government treasury." The commission, which initially had three months to wind up it assignment, has been given an additional time.

A period of three months, Justice King said, "is not enough to tackle over 600 queries raised in the Auditor General's Report."

UDP's Bakary Manneh rebuts Tombong Jatta

UDP's Bakary Manneh, who is nursing aspirations for the Serrekunda East seat has dismissed claims by the sitting National Assembly member for the area, Fabakary Tombong Jatta, that he helped in providing pipe-borne water to the people of Tallinding. Reacting to Mr Jatta's claim at his Tallinding residence Monday night, Mr Manneh asked, "How can that be?

The extension of water services in this area was negotiated by the former MP OJ, myself and another colleague who was with me in the then Serrekunda East Development Committee. I remember three of us went to meet David Jawara, the former managing director of the then GUC on a Saturday morning to negotiate the project and it came soon afterwards.

In fact, then, we only had one tap which was situated at the mosque. Things were already in the pipeline before Tombong Jatta was voted in." Mr Manneh, better known by his alias 'Bateh', said the Latrikunda Sabiji, Tallinding and Bundung lower basic schools and the Latrikunda Sabiji market were put up by the development committee of Serrekunda East during OJ's tenure of office as MP.

"Our committee was equally instrumental in the building of the Ahmadiyya Hospital in Tallinding, the Serrekunda East park as well as parts of the Serrekunda Health Centre. We built the current outpatient block at the health centre initially as a youth centre and later gave it up for use by the health centre.

Tombong Jatta was around but he never participated because he saw us as a useless committee, mistakenly." Bateh cited the current "appaling conditions" at the Tallinding market and Fajikunda Health centre as indications of Mr Jatta's "irresponsive nature towards the common plight of his electorate. "You go to Fajikunda Health Centre and see what it looks like.

The toilets are flooded and the surrounding smells like hell. As representative of the people, Mr Jatta should be making routine inspections to all these facilities to make sure that everything is in place to serve the community." Regarding the chances for his victory in the next National Assembly elections, Bateh said, "Obviously, there is no room for Tombong looking at the current political situation in Serrekunda. Remember, I was able to pull out 8,067 votes after 18 days of campaigning and Mr Jatta with all the time he had, got 9,575 votes.

Already, I have filled this gap and Mr Jatta would have lost his deposit if I had little more time. In fact, before I was certain of my candidature, I was campaigning for PDOIS until such a time that the UDP decided to take part in the elections."

He said his first priority if elected National Assembly member for Serrekunda East, will be geared towards ensuring that taxes paid by his constituents are returned to them in the form of valuable projects and the creation of major economic lifelines for the unemployed. "When I am elected, I shall not be like Mr Jatta who is only there as a praise singer to President Jammeh.

I will endeavour to protect and serve the people. When government wanted to increase passport fees from D100 to D250, Mr Jatta supported it wholeheartedly without realising the impact that will have on the population, especially the youths," Bateh said.

154 police officers promoted
The Inspector General of Police, Sankung Badjie, has revealed to Daily Observer that 154 police officers were promoted last week to various ranks.
He said five officers at the rank of inspector were promoted to chief inspector, five sub-inspectors promoted to inspector, seven sergeants promoted to sub-inspector, 18 corporals promoted to sergeant, 18 first class officers promoted to constable and 101 constable first class officers promoted to constable.
IGP Badjie said the promotions would motivate the officers noting that promotions were not decorations but signify greater responsibility for the officers. Mr Kouch, now the destination manager of LTU Touristik, a German tour operator, in Morocco, added that in Morocco, there are many beach bars but "the beach bars operate within the framework of certain guidelines and regulations like cleaning their surroundings daily and having a minimum of 20 sunbeds and 15 sun-umbrellas each."
He said the beach bars are subjected to regular quality inspection, advising that Gambian beach bars should be allowed to operate within similar guidelines and regulations, which will make both the tourism authority and the beach bar operators happy.

WASSCE results released
The results of the West African Senior School Certificate Examination (WASSCE) taken in May/June this year have been released.
