I see why not. The resources and the manpower exists to accomplish this task. You see it does not require an elaborate mechanism nor does it take a rocket scientist to device a formula to which all the existing parties can agree. We are ready to prove this because we are currently engaged with the task of preparing just such a formula to be presented to all the parties as a recommendation or a working document. This will be publish in the 'L" in the coming weeks.

Some of you may do well to submit proposals and ideas for the way forward. We anticipate your constructive contributions.
