According to the panel of experts on Sierra Leone Diamonds and Arms appointed pursuant to Security Council Resolution 1343,the personal connections between President Charles Taylor, Foday Sankoh,sam Bockarie,Baba Jobe ,Lt.Col.gibriel Massaquoi,General Ibrahim Bah and Dennis Mingo go back ten years to their training in Libya,to their combined efforts on behalf of Blaise Campaore in his seizure of power in bukina Faso, and to Sankoh's involvement in Charles Taylor's struggle as head of the NPFL to take power in Liberia in the early 1990s. In May 2000,at the time the Lome peace process collapsed,roughly 12,5000 weapons and 250,000 pieces of ammunition had been collected at the different weapons storage centres that had been initiated eight months earlier.The weapons included the following: .496 pistols, .4000 AK-47 "kalashnikov"rifles, .1,072 AK-47 rifles, .940 G-3 rifles, .440 FN-Fal rifles, .140 machines guns, .217 Grenade launchers, .1855 Grenades, .45 Mortars. The Gambia Ambassadassor Babucarr Blaise Jagne should advise the Government properly on this matter because he knows about the investigations until on one of the meetings, 4264th meeting thursday,25 January 2001, 3.15 p,m in New York,he called on the panel of experts to visit Banjul.Also during the same meeting he said "through the unscrupulous behaviour of some individuals,it is possible that diamonds might be passing or passed through the Gambia to other destinations,but it is preposterous to even insinuate to such tractions,or derives any revenue from this illegal trade,either through taxes or otherwise." The panel didn't mentioned Blaise Jagne himself or sedat Jobe because they are innocent in the matter, but only mentioned Baba Jobe because they got tangible evidence of his involvement from all the corners of Lybia,Liberia and Sierra Leone. The security council resolution 1306 [2000] concerning Sierra Leone was adopted by the security council on july 5th 2000,the secretary general of the UN appointed a panel of experts to collect information on possible violations of the measures and the link trade in diamonds and trade in Arms and related materials,and consider the adequacy of control system. The panel first met at United Nations Headquarters here in New York on August 21st 2000 and it was subsequently agreed with the security council sactions committee on Sierra leone that its report would be submitted on december 8th 2000.This was subsequently rescheduled to mid-december 2000. The panel members attended an intergovernmental conference on conflict diamonds held in pretoria-south africa in september 2000. The panel travelled widely to countries involved in the diamonds trade,and to countries involved ,or said to be involved in traffficking of weapons and related materials to Sierra leone in contravention of Security Council embargoes.The entire panel visited sierra Leone twice, and some panel members visited three times.In addition to Freetown,trips were made to Daru and to the diamond trading centre on Kenema. In Guinea,the panel members visited Counakry and nzerekore.The entire also visited Liberia and South Africa.Some of the members travelled to Belgium,Burkina Faso,Canada,Ghana,France,India,Israel,Mali,Nigeria, Niger,Ukraine,Uk,US and United Arab Emirates.Stopover visits were made to Abidjan and Gambia. In each country panel members met with government Authorities,and where relevant,with diplomatic missions,civil society organizations,and agencies,private sector firms and journalists.the Panel had acess to a wide range of public and confidential information provided by official sources,including law enforcement and intelligence agencies.The panel also contacted a member of key individuals and informants under the conditions of confidentiality,the release added. Given the sensitive nature of the subject,i am withdrawing the names of the panel of experts who recommended the travel band.
