In accordance with international conventions, Belgian courts are now exercising universal jurisdiction over matters involving gross violations of human rights.  I am not sure what the exact scope is, but it won't hurt exploring that angle as well.  A couple of nuns from Rwanda (genocide in Rwanda) and Israeli Prime Minister Ariel Sharon (1983 massacre of Palestinian Refugees) are among those indicted under the law.
