Mr. Tombong Saidy, please enlighten me a bit, and excuse me being ignorant. One thing is a president making a declaration in a speech held to celebrate july 22nd. Our Prime Minister does the same on certain occasions. But that is not the same as presenting the same idea as a bill in the parliament and get it through. Does the Gambia constitution give the President the absolute power to put decrees into action and then later in a speech just take them out of action again ? Is decree 89 no longer existing from the day of july 22nd?
