Saikss, I am of the same belief that decentralized planning and development is the way to go for those corrupt and insensitive national governments. Localized problem-solving and improvements has been the engine for growth and industry in much of Europe and America. Entities such as an indigenous business support or Gamworks, which must be fiercely independent from government and politics can then become the temporal fuel for real growth and marketing.
