The issue remains in discussion of the presence in east Democratic =
Republic of Congo of the Rwandan Hutu militias, accused by the =
government of Kigali of responsibility in the 1994 Rwandan genocide. The =
armed groups of the ex-FAR (Rwandan armed forces) and Interahamwe (Hutu =
extremist militias) fled to DR-Congo after taking a decisive role in the =
genocide of nine years ago. Now the government of Kinshasa, following =
accusations by the Rwandan foreign minister of supporting the forces to =
which Kigali attributes the genocide, declared that it will no longer =
tolerate their presence in Congolese territory. The announcement was =
made by the spokesperson of Congolese President Joseph Kabila, Mulegwa =
Zihindula, in a press conference in the capital Kinshasa. "The Head of =
State can no longer accept that these people, who are not Congolese =
soldiers, remain in our territory. They must be disarmed and return to =
their nation (i.e. Rwanda)", stated the spokesman. A day earlier =
Kigali's Foreign Minister Charles Murigande accused the Congolese =
administration, in particular the political wing close to Kabila, of =
militarily supporting the Hutu militias in DR-Congo. The delicate issue =
- which for years was Rwanda's 'justification' for its participation in =
the Congo war, during which Kigali illegally and in total impunity =
exploited the natural resources of the territory, as also affirmed by =
the UN - was readdressed yesterday by the head of Rwandan diplomacy. =
Murigande denounced an "attack plot" in preparation against his nation =
from DR-Congo territory. MISNA sources in Kinshasa refer that based on =
alleged 'revelations' provided yesterday by the local BBC, Kigali secret =
services have individuated a certain number of 'infiltrates' that =
confirm the hypothesis. Murigande will however be in Kinshasa Monday to =
address the issue with his Congolese counterpart. Meanwhile, growing =
rumours from Kivu of the civil society and some parliamentarians =
denounce, in the contrary, the presence of Rwandan 'infiltrates'
